Definition: Read-only memory. Refers to computer memory or a storage device in which data or programs have been permanently encoded, and which can be accessed but not altered. For example, a CD-ROM is a compact disc onto which digital information has been burned; the contents of most CD-ROM discs cannot be altered without special equipment.
